I hear you, Randy. The various "classes" of e-bikes make the management of them on public land a real challenge. Class 1 (no throttle) -- likely okay in most situations. Throttle-assist (class 2) and then class 3 (upwards of 28+ mph) -- likely not okay, especially on single track.
I think anywhere a motorcycle isn't allowed an e-bike should not be allowed.
